Bloomberry Resorts, led by leading Filipino entrepreneur Enrique Razon, has announced another major project: the Solaire Puerto Azul integrated resort in Ternate, Cavite, set to open in 2028. The resort is expected to be a key project that will revitalize the Philippines’ tourism and gaming industries, and is Bloomberry’s third expansion of the Solaire brand.

1. Strategic Expansion of Bloomberry Resort

Bloomberry already operates two successful resorts in the Philippines. Solaire Resort & Casino, which opened in Parañaque in 2013, and Solaire Resort North , which recently opened in Quezon City, have become the country’s tourism and high-end entertainment hubs. The newly announced Solaire Puerto Azul, located in Cavite, one of the country’s top tourist destinations, will be a mixed-use space that combines a luxury beachfront experience with a casino, under the concept of a beach resort .

2. Economic impact of the project

The project requires an initial investment of at least $300 million and is expected to create thousands of direct and indirect job opportunities. The resort is expected to have positive spillover effects not only in Cavite but also throughout the Philippine economy. In particular, the expansion of the hotel and resort sector will boost the tourism industry and position the Philippines as a leading tourism and gaming hub in Asia.

Alejandro Tengco, chairman of the Philippine Amusement and Gaming Corporation (PAGCOR), said such integrated resort developments would play a key role in the country’s economic growth. PAGCOR expects such projects to play a key role in accelerating the growth of the gaming industry along with casino privatization .

3. Unique features of Solaire Puerto Azul

Solaire Puerto Azul is designed to be a marine resort that takes full advantage of the Philippines’ natural landscape. It is planned to provide a luxurious experience to tourists against the backdrop of the beautiful beaches and lush green forests of the Ternate region. The resort will include the following facilities:

  • World-Class Casino : Luxury casino with state-of-the-art gaming tables and slot machines.

  • Luxury Hotel Rooms & Suites : Luxury rooms with ocean views.

  • A variety of restaurants and entertainment venues : restaurants serving local and international cuisine and live performance venues.

  • Water sports and leisure facilities : A variety of experiential programs including yacht tours, scuba diving, and beach activities.

These facilities will provide both domestic and international tourists with a unique experience that can only be found in the Philippines.

4. The Future of the Philippine Gaming Industry and Bloomberry’s Role

The Philippine government is actively seeking to diversify its gaming industry through the development of integrated resorts. According to PAGCOR, new integrated resorts are expected to open in Clark, Cebu, and Boracay by 2026. Such expansions are part of a collaborative strategy between the government and businesses to develop the Philippines into a major entertainment hub in Asia.

The Solaire brand is a leading symbol of luxury resorts and entertainment in the Philippines, and Bloomberry plans to continue to leverage opportunities from e-gaming and casino privatization to expand the market. This will help the Philippines strengthen its global competitiveness in tourism and gaming.

5. Impact on Cavite Community

Located in Cavite, Solaire Puerto Azul will also bring about a major change in the local economy. It will improve the infrastructure of Ternate and surrounding areas, and increase employment opportunities for the local community in the hotel, food and beverage, and transportation sectors. The project is also expected to contribute to sustainable development through collaboration with local micro-businesses, and to improve the living standards of local residents.

Opening a new era for the Philippine tourism industry

Solaire Puerto Azul is more than just a resort. It is a vision of a collaboration between the Philippine government and Bloomberry to transform the country into Asia’s premier tourism and gaming destination.

This project will strengthen the Philippine gaming industry, positively impact the local economy and society, and make the Philippines shine brighter on the world stage. The opening of Solaire Puerto Azul in 2028 will be a significant moment that will usher in a new era for the Philippine gaming industry.
